This is Sweet Peas Norma J. Burnell's "Dorianna of the Sea"  from the "Tangled Collection".
This is a beautiful image. I colored her in Prisma Pencils and watercolors and adorned her with Graphic 45 paper cuts and flowers from Petaloo. Dorianna of the Sea is available at http://sweetpeastamps.com.
